Socioeconomic Status (SES) Funding – Student Parental Address Collection
Processes required by Australian Government Department of Education and Training (Aus DET) for the collection of student parental address information from non-government schools.
Yes, from 2019 all non-government schools need to provide student parental address data on an annual basis.
Special schools, special assistance schools, majority indigenous student schools and remote sole-provider schools do not need to complete this process.
The Australian Government allocates general recurrent funding to non-government schools according to a range of indicators of educational need. The Capacity to Contribute limiter is applied to the base funding provided to most non-government schools (except for special schools, special assistance schools, majority indigenous student schools and remote sole-provider schools), and measures the Socioeconomic Status (SES) of a school community. In previous years, the SES calculation involved linking the residential addresses of students to data from the Australian Bureau of Statistics (ABS) Census of Population and Housing to obtain a socioeconomic profile of a school community and measure its capacity to support the school.
From 2019, Aus DET intends to match the names and addresses of two parents/carers/guardians for each student to individual Personal Income Tax records in order to obtain the socioeconomic profile.
Prior to 2019, schools only needed to provide student address data every five years. From 2019, schools will be required to provide annual student parental address data.
The key requirements that schools will need to consider in the lead up to the SES student parental address collection are:
- Which student residential addresses should be included and how they should be formatted
- The need to provide parents with a Privacy Notice;
- The need for a Statutory Declaration (once the address submission is complete) ; and
- Registration requirements on Schools Hub.
Student Parental Residential Addresses
The addresses of all students for whom the school is eligible to receive Australian Government General Recurrent Grants funding, including full-time Distance Education students, must be included in the address collection. Full fee paying overseas students and pre-school students are not eligible for Australian Government funding and should not be included in this collection. It is recommended that schools enrolling students from overseas visit the Schools Hub website to determine whether the school is eligible to receive funding for these students.
Privacy Notice for Parents
Under the provisions of the Privacy Act 1988 (Cth), residential address information is classified as ‘personal information’ and, therefore, the parent / legal guardian of each student must be advised that their residential address will be provided to the Department of Education. In order to fulfil this requirement, schools will need to provide the parent / legal guardian of each student enrolled at the school with a copy of the Privacy Notice included in the document for download described above. This must be done before schools submit their addresses to Aus DET. A template Data Collection Notice is available on the Aus DET website.
The Privacy Notice advises the parent / legal guardian that their residential address will be forwarded to Aus DET, the purpose for which it will be used and who will have access to the address data. It also reassures the parent / legal guardian that their personal information will be handled strictly in accordance with the Privacy legislation.
The need for a Statutory Declaration
Students’ residential addresses are collected under the provisions of the Statutory Declarations Act 1959 (Cth). This means that a person authorised to sign on behalf of the Approved Authority of the school will be required to declare that the addresses submitted are correct and that a copy of the Privacy Notice has been sent to each student’s parent / legal guardian.
Independent schools receive funding from the Australian Government under the Australian Education Act 2013 (Cth) are subject to the conditions which are set out in the Act.
To receive funding, schools that are not special schools, special assistance schools, majority indigenous student schools or remote sole-provider schools must submit students’ residential addresses to the Department of Education.
